The Visayas Cooperative Development Center (VICTO) is the most viable cooperative-owned institution in the Visayas in central Philippines with a membership of two hundred forty-nine (249) cooperatives. The Center's services are consultancy, audit, training, financing, inter-coop trading, research and publication, training center and hostel. Decades have passed and the living Scarboro Fathers of Canada and pioneers in Southern Leyte coop experience can only look back with nostalgia. These momentous years will soon fade but their importance is non-ephemeral. Definitely not a shortlived experience. VICTO, the recipient of the 1991 Development Management Award, is still climbing to reach the peak and every step is an ascension towards transformation and development.
